§ LORD SILKINMy Lords, I quite agree that this arrangement has been made through the usual channels, but this is an innovation, and I do not remember that it has ever been done before, though it is not necessarily the worse for that. Some innovations are good, some are not. What I would suggest to the House is that we approve this Motion and see how we go. It may turn out that it is not very convenient, in which case I would suggest that we have further conversations through the usual channels. But I think it is quite in order to let the Motion go through. It could be quite useful; on the other hand, I can see certain difficulties.
§ THE LORD PRESIDENT OF THE COUNCIL AND MINISTER FOR SCIENCE (VISCOUNT HAILSHAM)My Lords, I shall certainly be perfectly happy to adopt the suggestion that the noble Lord has made. I did not know that it was a complete innovation, but at any rate it is sufficiently novel for us to seek our own convenience in the matter.
