§ THE JOINT PARLIAMENTARY SECRETARY MINISTRY OF HOUSING AND LOCAL GOVERNMENT (LORD HASTINGS)My Lords, I beg to move that this Bill be read a second time. The Bill is to confirm an Order made by my right honourable friend the Minister of Housing and Local Government under Section 303 of the Public Health Act, 1875. Section 303 of the Act enables my right honourable friend, on the application of a local authority, wholly or partially to repeal, alter or amend, with certain exceptions, by means of a provisional Order any local Acts relating to the same subject matter as the Act of 1875. I beg to move.
