My Lords, I beg leave to ask the second Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government what instructions have been given in regard to the interception by vessels of the Royal Navy stationed in the Caribbean of Cuban patriot raiders operating against the Castro régime in Cuba.]

THE FIRST LORD OF THE ADMIRALTY (LORD CARRINGTON)

My Lords, commanding officers of Her Majesty's ships in the area have been reminded of the steps which should be taken to prevent interference with British shipping in the area and the illegal use of British territorial waters or territory.

My Lords, while thanking my noble friend for his reply, may I ask him whether such action is in fact confined to British territorial waters or whether it has been taken outside territorial waters in the Caribbean?

My Lords, it has been confined to British territorial waters.
