should be willing to withdraw my Amendment now in the hope that on Report other noble Lords would be willing to express their views. While I should not feel at all happy to withdraw my Amendment without any undertaking from the Government, I should at the same time, as I have said, feel unhappy if I had to ask the Committee to divide. I do not know whether I can get more help.
