§ LORD HASTINGSMy Lords, for reasons of clarity, Schedule 10 has been divided into three parts, each of which contains the amendments of enactments taking effect on a particular day. Part IV introduced by this Amendment makes the appropriate provision. At the end of the Amendment, however, there is in addition paragraph 22, and that makes provision for preserving the power of the court to deal with any application under subsection (10) of Section 14 of the Water Act, 1945, made by a local authority before the end of the initial period, and the validity of any authorisation to take steps to execute an order of the court provided that the authorisation was granted not later than the end of the initial period or in response to an application made before the end of that period.
