Order of the Day read for the consideration of the First Report from the Select Committee.

The Committee's Report was as follows:

1. MATTERS "SUB JUDICE"

The Committee consider that the practice governing Motions and Questions relating to matters "sub judice" should be similar in both Houses, and recommend the inclusion in the new Companion to the Standing Orders of a passage setting out the practice.

2. CLOSURE

The Committee have considered the recommendation made in the Report of the Procedure Committee (18th July, 1961) regarding the. Motion "That the Question be now put" and recommend the inclusion in the new Companion to the Standing Orders of a method of drawing the attention of the House to that recommendation when a Motion for the Closure is moved in the House.

3. NO QUORUM ON A DIVISTON

The Committee recommend that when, in accordance with the provisions of Standing Order No. 50 (Quorum for division on Bills and on subordinate legislation), there is no quorum on a division and the proceedings are adjourned, on any subsequent proceedings Lords who have already spoken should be permitted to speak again.

4. STANDING ORDER No. 44A (PRINTING OF BILLS BROUGHT FROM THE COMMONS)

The Committee recommend that Standing Order No. 44A be amended so as to enable the Clerk of the Parliaments to arrange for the printing and circulation of copies of a Bill, brought up from the House of Commons at a time when the House is not sitting, if it is for the convenience of the House that copies of the Bill be circulated before it is read a First Time.

5. COMPANION TO THE STANDING ORDERS AND GUIDE TO THE PROCEEDINGS OF THE HOUSE

The Committee have considered the proof of the new "Companion to the Standing Orders and Guide to the Proceedings of the House of Lords" and recommend that the House should authorise the Clerk of the Parliaments to publish it in that form and lay it on the Table of the House.
