Whether I am strictly in order on the Question that the noble Lord the Deputy Chairman of Committees has put, I do not know, but I am sure your Lordships will allow me just to make one comment. I want to thank the noble Duke for having made inquiries on the points which I put in the form of questions on the Second Reading of the Bill, and for giving me the information before the Committee stage this afternoon, I was entirely satisfied, apart from one matter. I was a little disappointed about the noble Duke's inability to put the new Constitution in the form of a White Paper. What I should like to ask him is this. We have not yet got the Bill of Rights which must go into the Constitution. Perhaps, when the terms of the Bill of Rights are settled, he will be good enough to let me know what they are before the Order in Council is made.
