Order of the Day for the consideration of the Second Report from the Select Committee read.

The Committee reported as follows:

1.—LIBRARY

Three reports from the Sub-Committee on the Library were laid before the Committee.

2.—The Committee considered the Report of the Sub-Committee set up to examine the proposal that a picture be painted of the House in session, and agreed with their recommendation that the commission be placed with Mr. A. R. Thomson, R.A.

The Committee have placed the detailed implementation of the proposal in the hands of the said Sub-Committee from which it will receive reports from time to time.

3.—PARLIAMENT OFFICE

The Clerk of the Parliaments informed the Committee of the appointment of Mr. John Christopher Sainty as a Senior Clerk in the Parliament Office from 1st January, 1963.

4.—REVISED SCALES OF PAY

The Committee sanctioned the application of the following Establishments Circulars:—

  1. (a) No. 4/63 Pay of the Higher Civil Service;
  2. (b) No. 5/63 Pay scales partly or wholly between the Principal's maximum and the Assistant Secretary's minimum.
to analogous grades of the staff of the House of Lords.

5.—LORDS OF APPEAL

The Committee authorised the employment of outside typing assistance for the nine Lords of Appeal.

6.—PALACE OF WESTMINSTER

The Committee authorised the employment of an additional Police Sergeant for permanent duty in the Palace of Westminster and sanctioned the payment of the proportion of the cost attributable to the House of Lords.

7.—SUPPLEMENTARY ESTIMATE 1962–63

The Committee approved a Supplementary Estimate for the year 1962–63 submitted to meet expected excess due mainly to the further provision required for increased rates of pay and allowances for shift duty, two new posts, increased outside assistance and revised charges for Police services; partly offset by savings on staff changes and vacancies and an increase in Appropriations-in-Aid.

8.—RETIREMENTS

The Committee sanctioned the payment of the following awards under the Superannuation Acts:—

  1. (a) pension and additional allowance to Miss Lilian Katherine Hammond, Personal Assistant to the Lords of Appeal, on her retirement on the 8th June, 1963;
  2. (b) revised gratuity to Mr. Frank Austin Rideout, Senior Custodian, who retired on the 27th January, 1963;
  3. (c) gratuity to Mr. Edward Bernham Weeks, Custodian, on his retirement on the 25th May, 1963;
  4. (d) gratuity to Mrs. Nellie Louisa Pallot, Housemaid, who retired on the 16th March, 1963.
