Smoking and Heath: Ministry Posters

I have received your letter of the 22nd inst.

My Committee considers all posters submitted to them in the light of their terms of reference, one of which is, there shall be no misleading statements by way of gross exaggeration.

It is fully appreciated that a great deal of evidence has been adduced to link lung cancer with smoking, but as far as my Committee is aware there has never been any fundamental proof that cigarettes cause lung cancer. They felt, therefore, unable to accept the posters containing such statements.

They would see no objection to a statement that cigarettes may cause lung cancer, and of course, they will always be willing to reconsider their decisions in the light of positive proof being brought forward.
