My Lords, I beg leave to ask the Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government what action they propose to take to implement the recommendations contained in the Report of the Committee on the Law and Civil Liability for Damage Done by Animals which was published more than nine years ago.]

My Lords, I regret that the Government are unable to hold out any prospect of early legislation on this Report in view of the controversial nature of certain of the recommendations made by the Committee.
