My Lords, I beg to move that this Bill be now read a second time. This Bill, like the two others that stand in my name on the Order Paper, is to confirm a Provisional Order made by my right honourable friend the Minister of Housing and Local Government under section 303 of the Public Health Act, 1875. I should perhaps remind your Lordships that section 303 of the Act of 1875 enables my right honourable friend, on the application of a local authority, by means of a Provisional Order, wholly or partially to repeal, alter or amend, with certain exceptions, any local Act which relates to the same subject matter as the Act of 1875. I beg to move.
