My Lords, Clause 29 provides for compensation to be paid to anyone whose interest in land has depreciated as a result of the restrictions imposed by Clauses 24 and 28 on the use of land within 10 feet of a pipeline. The effect of these two Amendments is to make it quite clear that this clause shall have effect in relation to pipe-line works which have been carried out either before or after the coming into operation of the clause. There are a considerable number of pipe-lines which have been laid by voluntary agreement and which will be brought within the scope of the Bill; and if, by doing so, the landowner's interest were to be depreciated, compensation ought to be payable in exactly the same way as in the case of pipe-lines constructed after the Bill is passed. That is what the Amendments do. I beg to move that this House doth agree with the Commons in the said Amendments.
