Second Schedule, page 33, line 5, at end insert—

("Minimum age for driving

Section ninety-seven In the proviso to subsection (2), after the word 'held' there shall be inserted the words 'or was entitled (on making the requisite application and declaration and on payment of the appropriate fee) to the grant of'.")

My Lords, your Lordships approved an Amendment Whereby, in the event of the driving age for articulated vehicles being raised from 17 to 21, those who were caught in the middle, entitled to but without licences, should be entitled to get one. This Amendment does exactly the same for people who would be caught in the same circumstances if the minimum age for motor-cycles were raised from a lower figure to a higher one. I beg to move.
