§ LORD CHESHAMMy Lords, your Lordships approved an Amendment Whereby, in the event of the driving age for articulated vehicles being raised from 17 to 21, those who were caught in the middle, entitled to but without licences, should be entitled to get one. This Amendment does exactly the same for people who would be caught in the same circumstances if the minimum age for motor-cycles were raised from a lower figure to a higher one. I beg to move.
