Second Schedule, page 30, line 44, after (1) insert ("for paragraphs (b) and (c) there shall be substituted the following paragraphs:—

(b) the emission or consumption of smoke, fumes or vapour and the emission of sparks, ashes and grit;
(c) noise' and in the words following paragraph (j)")

My Lords, Amendments Nos. 42 and 45 go together. They are rather more than drafting, and they are intended to facilitate the introduction of more specific Regulations on matters about which, until recently, there were not available scientific methods for setting up and enforcing standards, other than general standards. It relates largely to smoke and noise, about which your Lordships are rightly concerned. That is what these two Amendments do. I beg to move.
