My Lords, Amendment No. 23 is not of itself important. It is what I might describe as a preparatory consequential Amendment to the main substantive Amendment, No. 70. I do not know whether it would be your Lordships' wish that we should deal with this as consequential and that I should explain the matter on Amendment No. 70 when we reach it, because there are a further half-a-dozen Amendments which are consequential on that Amendment. If your Lordships would agree, perhaps we could pass this Amendment now and I can speak to Amendment No. 70 when it is reached. I beg to move.
