First Schedule, page 47, line 5, at end, insert— ("5. Where the Minister refuses an application for the grant of a pipe-line construction authorisation, he shall give to the applicant a written statement of his reasons for so doing.")

My Lords, this Amendment No. 109 goes with No. 115 and they are to meet a point where it was suggested that the Minister, in cases where he refused an application for pipeline construction authorisation, should give his reasons in writing to the applicant. I think it can be considered that it would be normal for the Minister to give reasons for turning down an application, and, therefore, the Amendments are designed to provide that the giving of reasons shall be done. I understand that that is in accordance with the Lord Chancellor's rules for Town and Country Planning inquiries, and it seems perfectly reasonable. I beg to move that this House doth agree with the Commons in the said Amendment.
