My Lords, this is the first of twelve Amendments to Clause 54 which have the effect of excluding from the application of the Bill pipe-lines wholly within certain petroleum depôts. This definition, by virtue of Amendment No. 92, will cover premises used wholly or mainly for the storage of petroleum spirit and includes petrol filling stations. Petroleum spirit has the same meaning as it has in the Petroleum (Consolidated) Act, 1928, and broadly speaking, covers aviation and motor spirit but not the heavier fractions of petroleum, such as diesel oil or fuel oil. The primary need for these Amendments is to exclude from the Bill small pipe-lines like those between the tank and pump at petrol filling stations, which otherwise, strictly speaking, would fall within the definition of a local pipe-line. Of course, it was never intended that such lines should be covered by the Bill, but since premises in which they are situated are not factories within the definition of the Factories Act, and therefore they are not excluded by Clause 54, we have to take steps for their specific exclusion. The twelve Amendments do this by making the necessary revisions to Clause 54. I beg to move that this House doth agree with the Commons in the said Amendment.
