My Lords, this Amendment stems from further consideration of the possibility of putting something down designed to ensure that pipe-lines should, wherever practicable and desirable, be placed underground. Your Lordships will recall that my noble friend Lord Colville of Culross moved an Amendment in this sense in Committee, and I had to explain to him at the time that, while we were in sympathy with what he wanted, his Amendment went too far—to the point of being unreasonable and providing that they must be underground even when they did not need to be. This Amendment does not go quite so far, and the effect will be to place on the Minister and the pipe-line developer the duty of having regard to the need to bury pipe-lines in the interest of amenity without requiring the lines to be buried in all cases where it might serve no useful purpose. Therefore, I think this is quite a reasonable compromise which will be acceptable to your Lordships. I beg to move that this House doth agree with the Commons in the said Amendment.
