§ Order of the Day read for the consideration of the Second Report from the Select Committee.
§ The Committee's Report was as follows:

1.—LIBRARY
A report from the Sub-Committee on the Library was laid before the Committee and agreed to.
§
2.—PARLIAMENT OFFICE
The Committee authorised the regrading of one post of Chief Clerk to Principal Clerk of Private Bills and Committees. The Clerk of the Parliaments informed the Committee of the following appointments:—

3.—REVISED SCALES OF PAY
The Committee authorised revised scales of salary for the Assistant Librarian and the Accountant as from 1st May, 1962.
The Committee sanctioned the application of the following Establishments Circulars:—
§ E.C. 8/62 Supervising of Cleaners' Allowance;
§ E.C. 17/62 Central pay increase;
1010§ E.C. 18/62 Principals, etc., Revised scales to pay;
§ to analogous grades of the staff of the House of Lords.

4.—SERJEANT-AT-ARMS
The Committee were informed of the appointment by H.M. the Queen of Captain Kenneth Lachlan Mackintosh as Serjeant-at-Arms on the resignation of Air Vice-Marshal Sir Paul Copeland Maltby and authorised the payment of additional remuneration to Captain Mackintosh, and also to the Principal Doorkeeper for delegated work, from the 17th March, 1962.

5.—SUPPLEMENTARY ESTIMATE 1961–62
The Committee approved a Supplementary Estimate for the year 1961–62 submitted to meet expected excess due mainly to the further provision required for travelling and other expenses of Peers, revised rates of pay, six new posts and retired allowances, partly offset by staff vacancies and changes, and an increase in Appropriations-in-Aid.

6.—DOORKEEPERS
The Committee sanctioned additional provision for dress clothes for two doorkeepers on Judicial duties.
§
7.—GARTER'S ROLL OF THE PEERS
The Committee recommend that the Garter's Roll of the Lords Temporal be required to be laid on the Table at the beginning of each Parliament, instead of at the beginning of each session as at present.

8.—ELECTRICAL RECORDING
The Clerk of the Parliaments reported on experiments in assisting the official reporters by the electrical recording of debates in the House. The Committee authorised the payment of the cost of the installation and hire of the apparatus during the experimental stages.
§
9.—WAR MEMORIAL FUND AND WINDOWS OF THE HOUSE FUND
The Committees recommend that the balance of these Funds should be placed at the disposal of the Lord Great Chamberlain for the improvement of the amenities of the House.
