§ LORD LUCAS OF CHILWORTH had given Notice of his intention to call attention to the Report of the Council on Tribunals on the position of "third parties" at Planning Appeal Inquiries (Cmnd. 1787); and to move for Papers. The noble Lord said: My Lords, I want just to say to the noble and learned Lord a word or two on this subject. I am not going to reopen the matter in regard to anything he has said, but I think he must be prepared at some later date—it will not be this Session; it may be next—for another Motion to appear upon the Order Paper to debate this question. I look forward with great anticipation to having as instructive a reply to another Motion as I have had to this one this afternoon. With your Lordships' permission, again I will move, and then withdraw, this Motion.
