Clause 12, page 13, line 7, leave out ("No person shall") and insert ("A person shall not knowingly act as agent for a person under eighteen in the purchase of exciseable liquor, nor shall any person").

Clause 12, page 13,Line 23, at end insert ("and nothing in subsection (3) of this section shall prohibit the acting by any person as agent for a person who has attained the age of sixteen in the purchase of beer, porter, cider or perry for consumption as aforesaid").

My Lords, under the Bill as it stands there would be no offence if an under-eighteen wanting a drink gave the money to an over-eighteen to buy it. The first Amendment closes that loophole, and the second introduces the necessary and consequential saving for over-sixteens, who may buy beer et cetera with a meal. I beg to move that this House doth agree with the Commons in the said Amendments.
