Order of the Day for the Second Reading read.

THE PARLIAMENTARY SECRETARY, MINISTRY OF TRANSPORT (LORD CHESHAM)

My Lords, this is a Bill to confirm a Provisional Order made by my right honourable friend the Minister of Transport under the General Pier and Harbour Act, 1861. Its effect is to constitute and incorporate the Langstone Harbour Board and to enact provisions with regard to it; to prescribe the limits of Langstone Harbour and to provide for the continuance of existing by-laws, rules, regulations and orders relating to the harbour, as well as to other detailed matters; to confer upon the Board borrowing and other financial powers; to empower the Board to advertise the amenities of the harbour and to make charges for services and accommodation provided by them; and to incorporate and apply, with or without amendment, provisions contained in General Acts. There were 22 objections made to the draft Order. They were all met, either by arrangements agreed between the Promoters and the objectors, or by agreed amendments made to the draft Order. There is no other special point to which I need draw your Lordships' attention. I beg to move.

My Lords, I am glad to hear from the last part of the noble Lord's speech that all the objectors were met. Did they, by any chance, include the Admiralty?

My Lords, that is a piece of information I have not got. I have not personally considered individual objections, because, knowing that they had been met, I did not think it was necessary for me to do so. But if the noble Viscount wishes, I will find out and write to him about it.
