§ Order of the Day read for the consideration of the First Report from the Select Committee.
§ The Committee reported as follows:
§ 1.—APPOINTMENT OF SUB-COMMITTEES
§ (a)Library
§ The Sub-Committee on the Library was appointed as follows: E. Attlee, E. Home, V. Esher, V. Simonds (Chairman), V. Soulbury, L. Amulree, L. Burden, L. Chorley, L. Merthyr, L. Reid and the Lord Great Chamberlain, with the Clerk of the Parliaments.
§ (b) Refreshment Department
§ The Sub-Committee on the Refreshment Department was appointed as follows: E. St. Aldwyn, L. Amulree, L. Killearn, L. Macpherson of Drumochter, L. Shepherd, B. Swanborough, and the Lord Great Chamberlain, with the Clerk of the Parliaments, with power to co-opt further members and to appoint its own Chairman.
§ (c) House of Lords' Estimates
§ The Sub-Committee on the House of Lords' Estimates was appointed as follows: E. St. Aldwyn, E. Lucan, L. Amulree and L. Merthyr (Chairman).
§ 2.—PARLIAMENT OFFICE
§ The Committee authorised revised salaries for the Clerk Assistant, Reading Clerk, Principal Clerks and Chief Clerks with effect from 1st October, 1962.
§ The Committee were informed that the Clerk of the Parliaments had appointed Mr. J. V. D. Webb and Mr. J. E. Grey as Senior Clerks in the Parliament Office from 1st October, 1962.
§ The Committee authorised the appointment of an additional Office Assistant on the staff of (the Department of the Clerk of the Parliaments.
§ 3.—DOORKEEPERS
§ The Committee authorised an increase in the allowance to two doorkeepers for extra duties at judicial sittings and a daily allowance to any other doorkeeper required to attend a judicial sitting with effect from October 1, 1962.
§ 4.—REVISED SCALES OF PAY
§ The Committee sanctioned the application of Establishments Circular No. 26/62 dated August 1, 1962, Chief and Senior Executive Officers etc., Revised scales of pay to analogous grades of the staff of the House of Lords.
241§ The Committee also authorised revised scales of pay for the Assistant Clerks of the Records and the Assistant Librarian.
§ 5.—PALACE OF WESTMINSTER CUSTODIAN STAFF
§ The Committee sanctioned revised rates of shift allowances to the Custodian staff with effect from July 1, 1962.
§ 6.—RETIREMENT OF SENIOR CUSTODIAN
§ The Committee sanctioned the payment of a gratuity under the Superannuation Acts to Mr. Frank Austin Rideout on his retirement on January 27, 1963.
§ 7.—VICTORIA TOWER
§ The Committee were informed of the progress of the work of reconstruction in the Victoria Tower and approved the appointment of an additional Housemaid from January 1, 1963.
§ 8.—SUPERANNUATION
§ The Committee sanctioned the adoption of any statutory provisions in regard to Pensions which may become applicable to retired Officers and Officials of the House of Lords.
§ 9.—ESTIMATES
§ The Estimates for the House of Lords for 1963–64 were laid before the Committee and approved.
§ 10.—ELECTRICAL RECORDING
§ The Committee were informed of the result of the experiments carried out in assisting the official reporters by the electrical recording of debates in the House and approved the permanent installation of the necessary apparatus.
