THE LORD CHANCELLOR (VISCOUNT KILMUIR)

My Lords, the purpose of the Amendments to the Judicial Standing Orders which stand on the Order Paper is to raise from £700 to £1,000 the amount required by way of security from an appellant who is appealing to your Lordships' House. The existing figure of £700 has remained unaltered for a great number of years—so far as my researches have informed me, certainly since 1876—and it is considered that a figure of £1,000 now more realistically represents the average amount of costs incurred by a litigant in this House. I beg to move.

Moved, That the following Amendments be made to the Standing Orders regulating Judicial Business:

Standing Order V— (1) (a), line 1, leave out (" seven hundred ") and insert (" one thousand ") (b) line 1, leave out (" two ") and insert (" five ") (c) line 3, leave out (" two ") and insert (" five ") (2) line 15, leave out ("two") and insert (" five ").—(The Lord Chancellor.)
