My Lords, I beg leave to introduce a Bill to make further provision as to road safety and road traffic, and for purposes connected therewith. My Lords, in so doing, I should like to draw your Lordships' attention to the fact that, when you receive your copies of the Bill, you will find that there is an Annex to the Explanatory Memorandum. This has been put in for the convenience of your Lordships and sets out the points of difference between this Bill and the previous Road Traffic Bill when it left your Lordships' House last Session. I beg to move that this Bill be now read a first time.
