("(3) A local authority shall not exercise the powers conferred by this section in such a way as to deprive pedestrians of reasonable access to any premises.")
§ LORD BRECONMy Lords, I beg to move that this House doth agree with the Commons in Amendment No. 8. This Amendment is linked with Amendment No. 48 to the Third Sdhedule. They are to correct a flaw which arose in the process of adapting Model Clause 89 for general legislation and applying provisions of the Third Schedule appropriate only for the permanent works authorised by Clauses 42 and 50. This Amendment puts the matter right.
