My Lords, I beg to move that the House doth agree with the Commons in the said Amendment. This Schedule to the Bill goes with Clauses 12 and 13, commonly known as the "Romford Clauses", which deal with the recovery by local authorities of contributions towards the cost of laying public sewers in certain circumstances. Paragraphs 3 to 5 of the Schedule deal with the machinery for the serving of notices and the recovery of payments, and paragraph 3 requires the local authority to serve on the owner of the premises concerned a notice specifying the amount of the payment which he will be required to make. This will have been calculated in accordance with the provisions of subsection (6) of Clause 12. Under subsection (8) of Clause 12 the owner has the right to apply to the local authority for a remission of the payment and to appeal to the magistrates' court against the authority's decision. This Amendment is simply to provide that the notice served under paragraph (3) shall give particulars of those rights so as to ensure that the owner is aware of them.
