Clause 83, page 59, line 18, at end insert— (2) Any order made before the commencement of this Act under subsection (2) of section nine of the New Towns Act, 1946, which applies all the provisions of the said Act of 1937 (or all those provisions except any which are repealed by this Act) without modification, shall have effect as if references to that Act included references to Part V of this Act, but nothing in this subsection shall affect any power to vary or revoke any such order.

My Lords, I beg to move that this House doth agree with Commons Amendment No. 39. The powers of a local authority under the Act of 1937 may be conferred on a development corporation by order under Section 9 of the New Towns Act, 1946; and orders have been made which confer these powers on the corporations. Clause 83 provides that the powers created in the Bill may be conferred by order in the same way. It has been represented, however, that this is an unnecessary formality where there is an existing order, and there can be no reason why development corporations to which the Act of 1937 has been applied should not receive the powers direct without the need for supplementary orders. That is the effect of this Amendment, and I beg to move.
