My Lords, I beg to move that this House doth agree with the Commons Amendment No. 21. Clause 56 empowers a local authority to direct that exempted effluents (that is, those exempted under Section 4, paragraphs (1) or (2), of the Act of 1937) shall be subjected to certain conditions which include conditions about the keeping of records of volume and rate of discharge and the making of returns on these matters to local authorities. It has been represented on behalf of the local authorities that information about "nature and composition" is a not unreasonable requirement in the case of these exempted effluents, as well as information about volume and rate. Industrial interests have intimated that they have no objection to this additional requirement, and it has accordingly been accepted.
