My Lords, I beg to move that this Bill be read a second time. I think it is my duty to say a few words to your Lordships about this Bill. Under Clause 5 it is proposed to take from the Newcastle Town Moor, the total area of which is 1,100 acres, an area of just over 8 acres for the purposes of the extension of the Royal Victoria Infirmary. The clause further provides that the Corporation shall acquire another area not far away of just over 7 acres, which will be included in the Town Moor in compensation. Clause 6 takes a further 7 acres of the Town Moor for car-parking purposes. In both cases the rights of herbage and rights of way may be affected and taken away.

This Bill has already passed through all its stages in another place. There has been no opposition to these clauses in either House. There are no Petitions against these clauses, and therefore I do not think the matter is one which need detain your Lordships at all. But in view of the fact that I know that the House is always interested in clauses which seek to take away public open spaces, I thought it right to mention this fact. I beg to move.
