EARL WALDEGRAVEMy Lords, this is a straightforward Order which re-enacts, with certain amendments, Article 6 of the Fatstock (Protection of Guarantees) Order, 1958. That Article related to records and its replacement has become necessary because of the making of the Movement of Animals (Records) Order, 1960. At the time the original Order was made the Animal Health movement records were required under the Movement of Animals (Records) Order of 1925. From March 1 this Order was replaced by the Movement of Animals (Records) Order, 1960. We are re-enacting the provision in the Fatstock Order with a similar reference to the new Movement Order. We are also providing for the right to inspect in Northern Ireland very similar movement records which have to be kept under a Northern Ireland Government Order—the Transit of Animals (Amendment) (Northern Ireland) Order, 1941.
At the same time we are making similar provision to obtain the right to inspect registers kept under the Swine Fever Order of 1938. This is needed because movements of pigs entered in 1107 these registers do not have to be recorded under the Movement Order.
I commend this Order to your Lordships. It provides a valuable supporting measure for the safeguard of public money paid out in Fatstock Guarantees and I am pleased to say that it does this without imposing any extra work of record keeping on anyone. I beg to move.

§ VISCOUNT ALEXANDER OF HILLSBOROUGHMy Lords, the title of this Order appeals to us very much after the earlier Question and Answer: the "Guarantees" is most interesting. I appreciate that this Order deals purely with the movement of animals. The only point that occurs to me is that sometimes in Parliament we get a curious timetable. This Order dates from March 1, and today is March 15. I can assure the noble Earl that the police have been round to visit us on the farms and have prescribed the regulations, and those regulations have actually been kept for the past fortnight. I think that Parliament might sometimes be consulted before the event.
