EARL BATHURST rose to move. That the Draft Orders reported from the Special Orders Committee on Wednesday the 24th day of February last, be approved. The noble Earl said: My Lords, at first sight this would seem to be a formidable array of Orders that I ask your Lordships to approve. As your Lordships will have noticed, I am moving some of these Orders on behalf of my noble friend from Scotland, who finds it inconvenient to be in his place to-day. With your Lordships' approval, I will speak about all these Orders including the Scottish ones, at the same time, and then ask your Lordships to approve them en bloc.

These draft Orders give effect, without modification, to the recommendations made by the Boundary Commission for England and the Boundary Commission for Scotland in their Reports submitted to the Secretary of State on July 20, 1995, and January 1, 1960, under subsection (3) of Section 2 of the House of Commons (Redistribution of Seats) Act, 1949. These Orders will not affect any Parliamentary Election after they come into force until the next General Election. The Orders all make minor adjustments to constituency boundaries to conform with the recent alterations of local government wards and boundaries. With the permission of the House, I beg to move these Orders en bloc. They received the assent of another place on February 17, and were considered by the Special Orders Commission on February 24. There are no Amendments to these orders as they stand, nor were there any counterproposals.

My Lords, may I ask the noble Earl this question? I understood him to say that they will not come into operation until after the next Election. If they are improvements, is it not possible to bring them into force before the next Election? Would that not be a suitable thing to do, if it is possible?

My Lords, as I understand it, these are in no way meant to affect by-elections. They are purely for General Elections after they have come into effect.

Will they affect the next General Election?

Yes, the next General Election. I beg your Lordships' pardon if I did not make the position clear.
