THE MINISTER WITHOUT PORTFOLIO (THE EARL OF DUNDEE)

My Lords, this Order is a pure formality. The functions of the Ministry of National Service have already been transferred to the Minister of Labour, who was appointed by Her Majesty the Queen as Minister of Labour only. He has the former functions of the Ministry of National Service which were formally transferred by an Order made last month which did not require an Affirmative Resolution. But under the Ministers of the Crown (Transfer of Functions) Act, 1946, in order that a Government Department may be dissolved the Affirmative Resolution procedure is necessary, and a draft Order has to be approved by both Houses. This is the Order the approval of which I now beg to move.

Moved, That an humble Address be presented to Her Majesty praying that the Ministry of National Service (Dissolution) Order, 1959, be made in the form of the draft laid before this House on the 27th of October last.—(The Earl of Dundee.)
