Clause 6, page 3, line 29, leave out ("habitually").

My Lords, by leaving out the word "habitually" the Commission or the panel will be enabled to take action against marauding deer which have only once caused damage. The safeguard against unreasonable action by the Commission is that the damage must be substantial and that the killing of deer is necessary to prevent further damage. I beg to move that this House cloth agree with the Commons in the said Amendment.
