My Lords, this Bill deals with an almshouse built at Rothwell in the sixteenth century for poor, unmarried men, and the original five feofees were incorporated as governors, with ten associates who in turn became governors. The charity was administered under a charter given by Queen Elizabeth I. There has been considerable difficulty in finding people who can act as associates to take care of the charity, and it has also been difficult to find poor, unmarried men who can become suitable candidates. The object of the Bill is to replace the large body of fifteen by five governers, to allow married men to come in, with their wives if necessary, and to modernise the buildings. Parliamentary consent must be obtained because the charity is administered under charter. The project has been widely advertised and no objections have been received. I beg to move that the Bill be now read a second time.
