Order of the Day read for the consideration of the Second Report from the Select Committee.

The Committee reported as follows:

1.—REPORT FROM THE LIBRARY SUB-COMMITTEE

The Chairman of Committees and the Lord Great Chamberlain, in the absence of the Viscount Simonds, gave a report from the Library Sub-Committee for the year 1958.

2.—SUPPLY OF HANSARDS TO PEERS WHO HAVE SPOKEN IN DEBATE

The Committee recommend that Peers who have spoken in debate should be able to give to the Printed Paper Office a standing order for the supply of up to six copies of the Hansards reporting the debates in which they have spoken.

3.—ANNOUNCEMENT OF DIVISION FIGURES

The Committee recommend that in future the results of divisions in the House should be announced over the loudspeakers.

4.—APPOINTMENT OF PRINCIPAL CLERK OF PUBLIC BILLS

The Clerk of the Parliaments informed the Committee that he had appointed Mr. Robert Westby Perceval Principal Clerk of Public Bills in the place of Mr. Henry Montagu Burrows, C.B.E., from January 20, 1959.

5.—APPOINTMENT OF PRINCIPAL CLERK, JUDICIAL OFFICE

The Clerk of the Parliaments informed the Committee that he had appointed Mr. Richard Philip Cave Principal Clerk of the Judicial Office on the retirement of Mr. Geoffrey Hugh Eastwood, C.V.O., C.B.E. The appointment dates from January 1, 1959.

6.—APPOINTMENT OF A CHIEF CLERK

The Clerk of the Parliaments informed the Committee that he had appointed Mr. Peter Stuart-Heaton Chief Clerk in the Office of the Lord Chairman of Committees in the place of Mr. Perceval from January 20, 1959.

7.—APPOINTMENT OF CLERKS IN THE PARLIAMENT OFFICE

The Clerk of the Parliaments informed the Committee of the appointments of Mr. John Christopher Sainty and Mr. John Egerton Grey as Clerks in the Parliament Office to fill the vacancies consequent upon the retirement of Sir Francis Lascelles and Mr. Eastwood. These appointments date from February 2 and 16, 1959. respectively.

8.—RECORD OFFICE

The Committee have approved alterations in the establishment of the Record Office as follows:—

The Assistant Archivist to be an Assistant Clerk of the Records, The Senior Office Assistant to be a Clerical Officer, The two Record Office Assistants to be Office Assistants.

The Committee have also approved the payment of an allowance for the repair of historical manuscripts and authorised an increase in the weekly payment for two cleaners in the Victoria Tower.

9.—REVISED SCALES OF PAY

The Committee sanctioned the application of the following Establishments Circulars:

  1. (a) No. 12/59 Central Pay Settlement 1958,
  2. (b)No. 14/59 Clerical Officers, etc., Revised scales of pay,

to analogous grades of the staff of the House of Lords.

The Committee authorised the consequential increase in the Estimate for 1959-60.

10.—SUPPLEMENTARY ESTIMATE 1958-59

The Committee approved the Supplementary Estimate submitted to meet expected excess expenditure in the year 1958-59, due mainly to the further provision required for repayment of expenses to Peers, revised rates of pay and the retirement of a senior Officer.

11.—RETIREMENT OF A CLERICAL OFFICER

The Committee sanctioned a pension and additional allowance underthe Superannuation Acts to Mr. Jack Laurence Martin, who retired on the ground of ill-health on the 29th December, 1958.

12.—RETIREMENT OF A CUSTODIAN

The Committee sanctioned the payment of a gratuity under the Superannuation Acts to Mr. Albert Edward Amos, who retired on the 10th March, 1959, after 7 completed years' service.

13.—RETIREMENT OF A CUSTODIAN

The Committee sanctioned a pension and additional allowance under the Superannuation Acts to Mr. Stanley Frederick Hartopp. who retires on the 11th April, 1959.

14.—RETIREMENT OF AN UNESTABLISHED CUSTODIAN

The Committee sanctioned the payment of a gratuity under the Superannuation Acts to Mr. Arthur Edwin Wise, who retires on the 6th April, 1959.

15.—COLUMN PRINTER NEWS SERVICE

The Committee authorised an increased annual payment to the Exchange Telegraph Company Limited for the Column Printer News Service from the 1st January, 1959.
