My Lords, I beg to move the second Motion standing in my name on the Order Paper. Your Lordships will observe that this Motion is identical with the second part of my Motion on the Humber Bridge Bill, and the explanation for the necessity of it is precisely the same. I beg to move that the Motion be agreed to.

Moved, That Standing Order No. 147 be considered in order to its being dispensed with in respect of the said Bill; and that the Bill be now read 3a.—(Lord Merthyr.)

On Question, Motion agreed to; Bill read 3a accordingly, with the Amendments, and passed, and returned to the Commons.
