THE EARL OF SCARBROUGHMy Lords, I have the honour to present to your Lordships a Message on behalf of Her Majesty The Queen, signed by Her Majesty Queen Elizabeth The Queen Mother and Her Royal Highness Princess Margaret, as Counsellors of State. It is as follows:
"We, Counsellors of State, to whom have been delegated certain Royal functions as specified in Letters Patent under the Great Seal of the Realm dated June 15, 1959, have received your Address to Her Majesty praying that the Inter-governmental Maritime Consultative Organisation (Immunities and Privileges) Order, 1959, be made in the form of the draft laid before Parliament.
