§ LORD MILLSMy Lords, with your Lordships' permission, I will take Amendments Nos. 23, 24, 25 and 26 together. The last of these Amendments is to omit subsection (4) in Clause 8, and the others are consequential. That subsection would have given to Government Departments and the Atomic Energy Authority a right to sue contractors whose negligence has been the cause of third party claims against them. The Government have come to the conclusion that there is nothing to be gained by retaining subsection (4) and propose that in this matter Government Departments and the Authority should be placed on the same footing as licensees. I beg to move that this House doth agree with the Commons in the said Amendments.
