§ LORD MILLSMy Lords, with your Lordships' permission I should like to speak on Amendments Nos. 4 and 5 together. The purpose of these Amendments to Clause 1 (3) is to ensure (a) that the Minister should have an obligation, and not merely a discretion, to attach appropriate safety conditions to a licence; and (b) that safety conditions should cover not only the normal operation of the installation but also the design of the plant to meet an emergency, and the action to be taken, in case an emergency occurs. I beg to move that this House doth agree with the Commons in the said Amendment.
