LORD SILKIN

My Lords, this is the last of the Commons Amendments, and as one who took a small part, but some part, in the work of the Committee stage, I should like to express my personal apology for not having been here throughout the proceedings on this Bill this afternoon. I had a meeting in another part of the building which has just finished. Through the courtesy of the noble Lord, Lord Mills, I received a copy of the explanation of these Amendments and they all seem to me satisfactory. Many of them arise from the discussions we had in this House and from undertakings given, which have been honourably carried out in so far as they were given; and others are drafting or improvements made by another place. Therefore, I feel that this is a better Bill than it was originally many months ago when it first came to your Lordships' House. It had a bit of a rough passage at the beginning, but a great many safeguards which we wanted have been introduced into this measure, and I am sure that they have been well worth while.

My Lords, I am very grateful to the noble Lord, Lord Silkin. I believe that the Bill is a much better Bill now than when it entered your Lordships' House, and that is due in very large measure to the friendly criticism which I received with regerd to the various clauses.
