My Lords, would it not be just as well to tell the House that the usual channels have agreed to a very early debate of this Bill?

My Lords, I understand that there is to be one on Tuesday of next week.

That is the whole point. It is to come at very short notice after our receiving the Bill. I thought perhaps the noble Earl might have told the House, so that it might know that it is coming on Tuesday. It is not on the paper yet.

My Lords, I owe an apology to the noble Viscount the Leader of the Opposition. I should have informed the House that it has been arranged through the usual channels that the Bill will be given a Second Reading on Tuesday.
