My Lords, on behalf of my noble friend Lord Stansgate, who sends his apologies for not being here, owing to an indisposition, I beg to ask Her Majesty's Government whether they can make a statement clarifying the speech made at Belfast by the Home Secretary.

My Lords, I am sorry that the noble Viscount is unable to be here. In so far as my right honourable friend was referring to the possibility of a policy of economic sanctions against the Irish Republic, it is clear that he was answering hypothetical questions from the Press. He made no statement of policy on this subject.
