THE EARL OF HOMEMy Lords, I am sorry that the noble Viscount is unable to be here. In so far as my right honourable friend was referring to the possibility of a policy of economic sanctions against the Irish Republic, it is clear that he was answering hypothetical questions from the Press. He made no statement of policy on this subject.
