My Lords, I beg leave to ask the first Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government what steps are being taken to reassemble as a unit the girls' Borstal Institution which was until recently situated at Aylesbury.]

EARL BATHURST

My Lords, a new security Borstal for about 100 girls designed to replace the former security Borstal at Aylesbury is about to be built at Bulwood in Essex.

My Lords, I thank the noble Earl for his reply. Could he at the same time give me an assurance that a section of girls who were sent to a wing of Cardiff Prison will be sent to this new Borstal when it is ready—that their residence at Cardiff is only temporary?

My Lords, yes; I can assure the noble Viscount that that is so, not only for the section that is at Cardiff Prison but also for other sections at other prisons to which they have gone.

My Lords, for further information, could the noble Earl say when this Borstal will be completed?

My Lords, tenders are out this month and it is hoped that this Borstal will be completed by October, 1961.
