THE MINISTER OF STATE, SCOTTISH OFFICE (LORD STRATHCLYDE)

My Lords, I have it in command from Her Majesty The Queen to signify to the House that Her Majesty, having been informed of the purport of the Land Drainage (Scotland) Bill, has consented to place Her Majesty's interest, so far as it is concerned on behalf of the Crown, at the disposal of Parliament for the purposes of the Bill. This Bill, as your Lordships will remember, facilitates schemes for the improvement of drainage of agricultural land in Scotland, particularly where the participation of several owners is required, and ensures that after improvement schemes have been completed they will be adequately maintained. I beg to move that the Bill be read a third time.
