My Lords, I beg to ask the Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government whether the Samuels Report to the Minister of Transport on the "Blue Zone" area and regulation in Paris can be made available to the individuals and organisations interested in this country.]

THE MINISTER WITHOUT PORTFOLIO (LORD MANCROFT)

My Lords, my right honourable friend the Minister of Transport and Civil Aviation is arranging for the Samuels Report on the working of the parking control disc system recently introduced in the "Blue Zone" of Paris to be distributed as proposed by my noble friend Lord Howe. I shall also place a copy of the Report in the Library of your Lordships' House.

My Lords, I thank the noble Lord very much for the answer he has given to my Question. May I at the same time ask him whether the Report will be available before any discussion takes place in either House of Parliament?

LORD MANCROFT

My Lords, I am afraid that I do not know when any discussion is due to take place in either House of Parliament, but we will make the Report available as soon as we can.
