THE EARL OF HOMEMy Lords, there will be no statement in another place today, but the Foreign Secretary is, I understand, going to deal in a speech with the substance of the reply which is going off to Mr. Khrushchev. As I think your Lordships will wish to be kept up to date with the most recent news on this subject, perhaps the House will allow me at about a quarter to four to give the main points of the Foreign Secretary's speech, if that is agreeable.
