§ LORD SILKINMy Lords, I beg to ask the noble and learned Viscount the Lord Chancellor a Question of which I have given him Private Notice—namely, whether he is able to make a statement about the conclusions of the Committee under the chairmanship of Mr. Justice Harman, set up to consider the need for legislation regarding the law concerning the rights of light in relation to war damage sites and what action Her Majesty's Government propose to take in the matter?
§ THE LORD CHANCELLORMy Lords, the Committee's Report was presented to me on May 12 and will be published as a Command Paper to-day. Her Majesty's Government are in general agreement with the Committee's proposals, including the recommendation that there should be an extension of the period for the prospective acquisition of the rights of light from twenty to twenty-seven years, which should operate from the date of the publication of the Report. We intend to introduce appropriate legislation as soon as the Parliamentary time-table permits.
