My Lords. I beg to ask the first Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government what States, not being members of U.N.O., are members of the World Health Organisation and in each case what attitude Her Majesty's Government assumed towards their admission to the same.]

THE JOINT PARLIAMENTARY UNDER-SECRETARY OF STATE FOR FOREIGN AFFAIRS (THE EARL OF GOSFORD)

My Lords, the following States, not members of the United Nations, are members of the World Health Organisation: German Federal Republic, Republic of Korea, Monaco, Switzerland and Viet Nam. Her Majesty's Government supported the admission of these States to the World Health Organisation.

My Lords, may I ask the noble Earl whether it is not the case that though a State is not qualified, in the general view, for political reasons, it is still possible and desirable, for technical reasons, for that State to be admitted to the World Health Organisation?

My Lords, that is a hypothetical question. As I understand it, there is, of course, provision for associate membership.
