THE LORD CHANCELLOR (VISCOUNT KILMUIR)

My Lords, I beg to introduce a Bill to make provision for persons charged with certain summary offences to plead guilty without appearing before the court, and as to the proof before the magistrates' courts of certain matters; and for other purposes connected with the purposes aforesaid. I beg to move that this Bill be now read a first time.
